This is not a dogma, as the Council of Trent has not defined this power directly, but only negatively determined that the rites accompanying the administration of the Sacraments may not be arbitrarily condemned, omitted, or changed.- Charles Augustine, A Commentary on the New Code of Canon Law. Augustine cites session 7, canon 13 saying that Trent's protection of the ceremonies surrounding the sacraments logically, but not positively extends to the ceremonies of the sacramentals. (my other note from Denziger says Session 22, Canon 7?)
This is significant because it bolsters my thought that the analogy between the sacraments and sacramentals is implicit at Trent.
